HCS SCS SB 942 -- MUNICIPAL ANNEXATION

COMMITTEE ACTION: Voted "do pass by consent" by the Special
Committee on General Laws by a vote of 14 to 0.
This substitute allows a municipality to annex a parcel of land
within a research, development, or office park project located in
an unincorporated area of the county if the parcel is compact and
contiguous to the existing boundaries of the municipality and the
municipality obtains the written consent of all the property
owners within the unincorporated area of the parcel.
The City of Byrnes Mill is prohibited from annexing any property
adjacent to the city if there are no registered voters residing
on the property unless the city has obtained the written consent
of all the property owners within the adjacent property.
FISCAL NOTE: No impact on state funds in FY 2011, FY 2012, and
FY 2013.
PROPONENTS: Supporters say that the bill will encourage new
businesses to locate in Missouri because low tax rates attract
businesses.
Testifying for the bill were Senator Rupp; Missouri Chamber of
Commerce and Industry; and NIKE, Incorporated.
OPPONENTS: There was no opposition voiced to the committee.
